Vifi̊iē̼ Se (/vi/ /fi̘j̼/ [guy] [acute]) is a subtropical Large Town located in the Tewqàrbedbù County of the Picham Community.

The name Vifi̊iē̼ Se is derived from the Tauric language, as Vifi̊iē̼ Se was founded by Tshèsî Every, who was culturaly Tauric.

Climate

Vifi̊iē̼ Se has a yearly average temperature of 27°C (80°F), with its average temperature during the summer being a warm 29°C (84°F) and its average temperature during the winter being a pleasant 25°C (77°F). Vifi̊iē̼ Se receives an average of 261 cm/y (102 in/y) of precipitation, most of which comes in the form of rain during the summer. Vifi̊iē̼ Se covers an area of nearly 7 km2 (2 mi2), and an average elevation of 2982 m (9783 ft) above sea level.

Overview

Vifi̊iē̼ Se was founded durring the late 12th century in spring of the year 1097, by Tshèsî Every. The establishment of Vifi̊iē̼ Se was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Vifi̊iē̼ Se's construction back out of the project. Tshèsî Every pushed on reguardles, and Vifi̊iē̼ Se was finished, but starts off as a terible place to live.

Vifi̊iē̼ Se was built using the conventions of Tauric durring the late 12th century. Naturaly, all settlmentss have their own look to them, and Vifi̊iē̼ Se is no diffrent. The town's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.

Vifi̊iē̼ Se is buildings are built arround a single crampt flagstone mainstreet which forms a counterclockwise spiral to give the town a over all circular shape. The town has a defencive wall made from large clay bricks. The wall is constructed to the exact specifications of millitary fortifications, but the nature of its clay brick construction leaves it vulnerable to even outdated siege equipment. That said, the town is well defended against anything short of an army. The town's brittle defences are visibly old, but also obviously maintained semi-regularly. Its likly the local malishia or garrison are tasked with ocasional mantance of the towns defences.

A look around Vifi̊iē̼ Se is like a look into a broken heart which long ago fell to corruption. There is no planning, no organization. Everyone here clearly goes about their own thing with little thought to anyone around them who isn’t selling something they need… unless of course, they would be an easy target for some robbery. The town has truly fallen to evil.

Civic Infrastructure

Vifi̊iē̼ Se has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Vifi̊iē̼ Se. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Vifi̊iē̼ Se's parks.

Vifi̊iē̼ Se has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Vifi̊iē̼ Se.

Vifi̊iē̼ Se has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Vifi̊iē̼ Se has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Vifi̊iē̼ Se has a Hall of Slayers, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Vifi̊iē̼ Se has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Vifi̊iē̼ Se's public wards, blessings, and other arcane systems.

Vifi̊iē̼ Se possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Large Town. Vifi̊iē̼ Se's grid is powered by mana accumulators.

Vifi̊iē̼ Se has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Vifi̊iē̼ Se's natural decorations nor waterways.

Vifi̊iē̼ Se has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Vifi̊iē̼ Se has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Vifi̊iē̼ Se has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Vifi̊iē̼ Se's bank was built using a different architectural style from the rest of the town. The style used is known for its fluid and florid elaborate style, comprising ornate, asymmetric designs and pastel shades. It is often considered to be a playful, light style, which made exuberant use of curves and emphasized subtle asymmetry in the general shape of its structures. Walls, ceilings and moldings are decorated with numerous interlacing of curves and counter-curves based on the shapes of ‘C’ and ‘S’, along with shell forms and other naturalistic shapes.

In Vifi̊iē̼ Se there are unidentifiable people in the fog, but it seems to be okay.

The Xtabay near Vifi̊iē̼ Se are known to be a mutant strain of the creature.

Vifi̊iē̼ Se's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves sex to channel Mysticism energies of tier 3 via throat singing.

History

A local has came up with a wonderful new idea (24948 % 6)+1 months ago; it may be a magical innovation, a new industrial process, a new agricultural product, a new use for what was thought to be ancient garbage, or some other very useful, profitable idea. Everyone around them is fighting for the chance to exploit this clever new plan.

In time immemorial, reportedly some time during the early 2nd century an otherwise minor earthquake shifted Stream Sandy. The resulting flood was isolated to the area around Vifi̊iē̼ Se, which was swallowed by the waters for several days. Vifi̊iē̼ Se lost 248 people, 163 livestock, and 46 buildings in the disaster. The disaster is remembered as the Loss Drownings.
